It's probably an image in a wz (ui.wz perhaps). If it really is text, which i doubt, its somewhere in string.wz

No, TOS is not an image either

String > EULA.img/TestEULA.img/TrialEULA.img/GuestEULA

The only thing that comes in my mind with text that is an actual image is the Cash Shop help section.
