You don't have to do anything of the above for houses, Heres a clear example, go to /gameserver/config/main/housing

gameserver.housing.auction.fill.auto.mansion = 10

gameserver.housing.auction.fill.auto.palace = 1
and enable this after it just //reload house , command inside the game, and you have yourself some houses in the database. Also a House for everyone knowledge are ZONES, not an actual structure. If it still doesn't working restart your server.
