Only add mods to sections when they actually contribute?

When a moderator gets assigned to their first section, they're assigned once they have good knowledge within the section and they show professionalism right? (also if the section needs a mod). This "good" knowledge is also how well they contribute to the section, know one wants a mod who knows not a lot about the section. When mods are getting assigned to their 'additional' sections, a lot of the time, they don't even contribute to them additional ones?

It's quite annoying seeing a section go completely dead because the moderator just does not post or even try spark a revival towards it.

Contributing is different and moderating is different.
You do not need a mod to contribute content. Mod work is to keep the section clean from spams, flames etc.

A section goes dead not because of the mod not posting any contents it is the users of that section being inactive. Take ToP ( Tales of Pirates ) for example.

Only reason I see a mod needing knowledge of a section is when moderating reports...if someone reports a post saying a code addition carries malicious code in it the mod needs to be able to know if it is true or just someone reporting it just because they don't like the contributor or for other reasons.
