Map editor is prolly the best guess.

I see Tileset, which is how the texture is laid on the object, I see view distance values, MIP map settings, Alpha blending, the load button is probably for loading outside models into the game, etc.

LootAt H 0.0 is a dead give away as well.

Looks like dat and sma editor. Can add supply shops, tp, map textures, effects and objects. With that topora you can generate screen of map from top and use it to minimap.
