[Release] Server Manager

I took the Server Manager Source Code from Vasma and added some nice things

Features:
-Logs can be opened
-Online User count
-Gears on ANI/BCU
-Number of registered Accounts
-Latest Account
-Credit add Tool
-Config

New Version:
-Added Account Creator (Account Type, Credits)
-You can change Passwords of excisting Accounts
-Added Password encryption (Md5)
-Added Start All and Shutdown All Button
-Added Exit Button (You can close the manager without killing the Server)

All Credits are going to Zeyden and me!

Please report all Bugs you found so i can Fix them
