These tools are not created by me, and I take no credit for them. I only changed the Rxjhgame database to PublicDb, so the new versions can use it also.
You CANNOT use these tools for servers below to version 3.1, as they will not work, AT ALL.

After downloading the five files that are attached, you right click on any of the five parts and extract. You only extract ONE(1) of the parts.
