i had this problem to with my computer when i try to make a new server and some times it work but most of the times i hexwork shop it I got a run time error. THIS THE WAY I FIX IT ONLY IF U HAVE 2 COMPUTERS
1. download the localhost.
2.download Hexworkshop here and download them in to ur 2 computers or just 1
3. after intolling everything run right click on the localhost (if u have 2 computers a desktop and a labtop use the labtop to hexwork shop the localhost if u r using ur desktop to make the server depends where u r runing ur server)
4. know press Ctrl F and look for 127.0.0.1 and change it to ur ip addres after done just transfer the localhost to the other computer and it should work fine
