How To Make Your TOS Show Before Users See Your Site-By Special Request
I don't know about other cms's, but this one works for sowh4t's cms.
First rename your current index.php to "home.php." Now, take your tos, copy it, and paste it into your directory folder. Rename it as "index.php." Now you have your pages set. Next, go to top.php, and find
Change the part that says <a href="index.php"><img src="images/tnav-home.jpg border="0"></a> to
<a href="home.php"><img src="images/tnav-home.jpg border="0"></a>.
Now, you have to set up the Accept/Decline Option when you go to your website.
Open up index.php(the copied TOS) you should see:
