You need the latest version of WinRAR to open it, as it was packaged with WinRAR5.

Check if your SQL Server user have access to read and write in the folder where the DB files are

juniordark, It's not access problems.
Cause - I had no problems in Restoring RZ_GAMEDB and RZ_LOGDB.
Just this ACCOUNTDB is with those problems...
Any other idea?

There is some issue with your permissions, as it is telling you that you don't have access to execute it. Delete the DB and restore it without first creating the DB beforehand. In other words, have the DB restore create the DB for you.
