Pet Equips Can't Equip

Does anyone know why when I try to use a pet equip that I imported from a higher version, it says.
"This pet can't equip this item."
I made sure that under the petequip it states the pet id and it has the images. I also changed the InventoryManipulator File in SRC to extend past the id that the equip is. I also have the xml and updated character.wz.

Is there a file that i'm missing?
