Old reply but oh well , u need to use an edxloader lite it lets you change the locale before you log in on the same machine that you are hosting from.

I got a question though, i got a dynamic IP address and my ISP can not give me a static one, so the only way i can currently make a server is with hamachi (sux).
A dedicated server costs too much for my budget.
So if i buy a VPS on linux and domain, what linux distribution would work best?
