Cannot be fixed without the source code of a specific editor for respective files.
The issue is about the AI cache and/or the map grid. It could be a hardcoded mob behavior bug (AIType), logical map issue (.o2 files) or simply a messed up navmesh issue.
Btw. this does also happen on upper layers of the Qin'Chi Tomb and other map regions around the game world. You probably saw that odd behavior: Mobs going back and forth repetitively without making any sense.
