1.5.3 server not saving quest?

i already edit my clsconfig. change my id to 16 and edit all char there, finished na rank8 quest, graphicalmap finished too and exportclsconfig and it was successful even i restart the server but when i create new characters, all quest are gone except the level and items. even the r8 ring. but still i can get it again if i finished the quest. i can get two r8 rings. how to fix this?

Quests are never saved on the templates. Edit them.
