The server files you build on Linux look for buildable server files on Windows.

The answer from my knowledge is No there is no windows server for perfect world.

If you want to get into perfect world development I recommend following the guides while using a linux distro like ubuntu, CentOS, or Debian, or whatever flavor you want.
