Cannot get quest Go to the Primal World

What should i do ? :*:
I've already reincarnation 1x, do all quests New Horizon, do all quests De Javu, do all quests Mystery of the Streams to repair the Worldspire, Reach Lv. 100, activate map 63 but still i cannot get quest Go to the Primal World by NPC messenger of time. :*:

HISTORY_STAGE_CONFIG edit progress_value_goal: 1 all

And waiting period reincarnated complete history will enter the map 63
