Your guide is for putting it on your own computer, mine is for putting it on a host ....

There is a massive difference between the two, only you can access this because its local, now that isn't very useful is it?

there is a difference, but massive not really...
and its not realy "local" if your hosting on a VPS or dedi is it?
and is qiute use full for ppl wanting to test on there own pc or there dedi/VPS server

it's is also considered public as people connects to your wan ip. It is the same thing as people connecting to the domain of your site.
