There is something you need to put or enable GM Config = 1 in the client amd server side cant remember what exactly the config name go find it. You must pack the client conf and on the server to enabled GM command by clicking your character you will see menu ingame

Yes [GM]
Allow=true <-- this makes all ingame players have GM Access its on the client config.xml you need the unpack tool for it and rebuild it
