When you fix the encoding it says:

#!@,请向管理员杀取密码,谢谢你的关注.@!#

and this means ' Shooting the password to the administrator, thank you for your attention.!' according to google so kind of a useless leak atm.

password is correct, i extracted it successfully with 7zip. thanks for sharing!

edit:
i opened the attached txt in first post with notepad++ (unicode) and set encoding to "GB2312 (Simplified)".
then copy & paste the password in 7zip, that worked for me.

and it really makes no sense since this just translates to 'Shooting the password to the administrator, thank you for your attention.'
