Got the server up and running in under 20 minutes. Looking over the files, everything seems pretty straight forward, on the server side.
Anyone got leads on .pak files? 32 bytes header

Edit:
Looks like the game is using Unreal Engine 2, so the pak files are from UE2 as well.
There are some tools but they don't seem to be working, yet.
