after i download the client from steam can i took it out from steam folder and make my own installer to publish it??

Yes!

If you want to be able to play official along with "open beta" files all you need to do is edit the registry values for where it is installed before running launcher and or client.

i already see inside rustyhearts.exe..that .exe is intergrated with steam (steam_api.dll and steamID)..so i'm sure we cant take it out from steam..since that .exe need steam to run..
except rustyhearts.exe just launcher..but i dont think its just launcher..

There are 3 differnet modes in client (cant remember then exactly but, one is steam and one is not steam. Its controlled by parameters. One the pops of my mind right this moment is CORE. Example: "rh.exe CORE"

Did you have the time to check it out?

If the files do not run, in most cases it's missing libraries. make sure you got updated DirectX on the server where you are trying to run it. Yeah, I know, sounds weird, but this solved an issue at my side.

No you simply can't. The Client is too much advanced to be used with this server.

Also VC++ 2010 Runtime is needed for server files. (if not mentioned anywhere)

I just copied the Rusty Hearts Folder from Steam to elsewhere and it worked. Why don't you try it, too?
Recreating the registry entries should be easy, too.

First you'd have to figure out how to modify the rates, and like I mentioned in the other thread (since executables are x64) it will take you a while xD

1st one: You didn't read. Replace the "SQLCONNECTIONSTRING" string in DBC_Serveroption.xml with a correctly configured one. You'll find an example in the comments.
2nd one: The Auth-Api uses
