set IsRelease to 0 to enable config XML files , these files don't have the XML files, they are all 'incoded' somewhere, so this is a work around,

VanTien\web\wwwroot\assets\config\locate translate cn.properties
VanTien\web\wwwroot\assets\config -> need to unpack xml files to translate them
VanTien\web\wwwroot\assets -> swf files

VanTien\VanTienS1\wusheng\config\data -> translate TXT/xml files
