Building server from client side

I want to make a server for secret of the solstice, unfortunately there is only client side. I been told that u have to rebuild from scratch. Is there anyway to use the client to build it. If so tell me how and what programs are best.

First of all it depends on the game which you want to create. If its big like GW2, WoW, Archeage then you can forget it right now.
Also prepare to invest 2+ years on creating it. Is the game still online? If yes then you need to create a packet sniffer. If not then you can forget it too.
