How to run this server

Hi guys, I am totally new to the forum. I was here to look for a private server for Soul Saver Online.
I found it here, but I am not sure how to run it, especially the step "Run the server with VC++"
Would anybody help me please? I don't have a computer-programing background, but I can read. If somebody can show me where to begin, that would be appreciated, too. Thanks. ::
