[RELEASE] User Notificator

Hi, it's me Kylon!
Today I release a simple user notificator.

It adds all users in a List<> and every 5 seconds it's check if a new column exists in the table.
If a new column exists, then adding it to the List<> and showing up a Balloon.

Thanks, it was just a fun release. Just for the learning progress.

However that its a nice program, I do agree that theres not much use into sharing it here as theres actually nothing that could be used for it to use it for anything custom as there is no source where to look at.

Thanks for the idea, it's useful to have notifications about new orders as appose to user registrations.
