Editing quests

Good day, please tell me how to change the amount of experience, the level of quest at which you can take it.

That likely involves unpacking and repacking source files such as the FDBs, which is not possible at the moment because there is no confirmed working repacking tool.

You can however (or should be able to) work around that issue by adjusting the EXP rate (refer to Litrefire's thread for quest exp/tp rate if you want only that changed), or to accept a quest use the QuestFlag command which should do the trick. Bottom part of my setup guide has a short bit about enabling GM commands in the game and a list of commands on pastebin.
