Server side speaking in Chinese 1559 and 1601

I have both 1559 and 1601 servers and clients working. Clients are in english, but when NPCs on the server have something to say, or the server announces an event, the text is trying to come across in Chinese. If I use the 1601 client on reborn, I get english announcements, so I'm certain this is something server side.

Are the english files available for server? If I just copy the correct map data files from the client to the server, is that sufficient?

If the files just aren't public, that is ok. If I'm missing some step though, any help would be appreciated.

aipolicy.data upload it from your client to your server side and reboot the server.
Tip: if the server doesnt want to boot up its from the aipolicy.data that you uploaded its a lower version or broken.
