v83 Custom Localhost (Windows 8/10 fix)

I made this a long time ago for a server but now that that server has shutdown I guess maybe it's better if some other server would use this as well. Basically this client will always run the server with no -2147 error. I'm also not sure if this was released in the past so enjoy.

Considering there's more than one released client claiming the "Windows 8/10 fix", how is yours different from the rest? I assume it's the same workaround (not fix), that just sleep-loops the DirectInput library call?
