Upgrade Problems Cores/Perfect Cores

i cant seem to upgrade items, when i try to upgrade Bluestin it does not get upgrade and just like nothing happend item goes back to inventory and also the cores, same also up to mithril i cant upgrade them even using perfect core it just goes back to inventory and nothing happens..

i tried searching the relations of the item with the files but i cant seem to see where and what to edit, anyone can help me? please..
