RO not working on LAN!

Hello everybody.
I'm quite new in creating servers and so on. I've setted up an offline server that works perfectly from my PC, but now I can't play it on LAN! It's about 4 or 5 days that I'm searching how to set up properly, can someone hep me?? :*:

I'm in LAN via ethernet crossed cable, the server is on a win7 and I want to play it on a win8.1, but everytime I tried to log in, it says "Failed to connect to server", as if the server is not working!
