Obviously Windows 10 if that's the only choice you have. XP EOS in April 2015, W2k3 EOS in July 2015. Prefer W2k8 for server or Win7 for desktop. Win10 specifically for gamers.

yes you can but windows servers are too expensive. ragnarok server also works on linux so if you want you can try that out.
