As far as I know, both emulators are updated, which are Hercules and rAthena, you can choose any, but I suggest to use rAthena.

thank you for your comment anyway i can use vps windows OS with 4gb ram for this game right?

That's too much. As far as I know, 512MB ram can host upto 70 players. Let me know if you need a help.

this is a windows os or linux os?i have expirience to C++ / C# / PHP language so i need to know what kind OS i will use

Both OS can be used. Since you have a lot of memory, i suggest that you choose Windows 2008 or 2012.
