That looks like the games normal fog system kicking in, normally the fog just obscures the draw distance cut off so you dont see things dissappearing in the distance, but since fog is based on camera position and you've zoomed out so far, its obscuring your view. As for "fixing" it, its technically working as intended since you appear to be outside the normal zoom limits, but the fog trigger distance can be changed, or disabled as a whole, inside each maps bmhm file located at "Data\Script\Mapset\Map19.bmhm" in the case shown above. (bmhm can be edited the same way as a normal .bin file)
