[Help] Block Animus 1 level above the character Level 30-49

Helo ! I have a little problem and I would like to ask you for help.

I have always worked with PvP version servers so I never had to look for it.
But now I'm here in need of help.

The problem:
- In the settings I am using for my project I use the GM skills [PT / skill GM]
so I saw that there is no block on the level limit of the animus before the character reaches level 50.

- A character level 30-40 can freely use a level 50 animus.
there is only the block after level 50 where it locks up one level.

Could someone send me a LIGHT!
a plausible solution for the animus to follow the block of just one level above,
since level 30 or at least level 40?
