Launcher emule problem

My internet has the ip public fixed 170.80.212.110, but it is connected to a router that generates a local ip 192.168.0.102 I try to emulate the launcher with the ip 170.80.212.110 and the launcher does not work, only works if emular with ip 192.168 .0.102, in this case other machines do not connect only mine connects
