Connection speed needed for hosting server and other things

Hi,
i knw we need static ip, nice internet connection , nice config. machine(pc / lappy)
but
I want to knw broadband connection speed needed to host server
and is there any paper work to be done to host server
paper work like taking some one's permission or registering any thing??
or anything else needed???

No need of any paperwork. The only condition is you should have money in your pocket :

Bandwidth and PC configuration will depend upon the number of players you would want to accommodate concurrently in your server!

but can u tell me approx bandwidth required to host server
my prob is with bandwidth of net only
coz less bandwidth causes problems in game and lag issue and all

You can run the server on a 256 kbps Broadband connection.
The only thing that matters is, Good Ping.
