Your download and upload rates have exactly nothing to do with your ping.
The latency ping indicates how much time data lasts to travel from a specific server to your computer through a specific node route. While download and upload rates indicates how much data you can download or upload from/to a server.
A possible solution to decrease your ping is to find a vpn proxy which can possibly change the node route to your connection. However do not expect too much, this is not a magic wand.
