I installed DirectX SDK but missing strmiids.lib there

From what date did you install DxSDK? Try an older one. Since this solution / game is from somewhere 2008 I wouldn't install anything newer than that. Probably the June 2007 SDK.

okey i uinstall june 2010 and install aug 2007 dxsdk and same error

I have windows SDK 7.1 and yes i read instruction
