Well magic hand not working for ex 700 files?

For some reason no matter if your levle 420 or not it says still lacking 20 lvls to equip items. I changed server side files lvl req for all those items but I cant figure out how to edit the client side files to change the lvl req, no editors i find work with ex700 and if they do open the files...

For some reason, its rewarding everything but the 2.5 Wings. only items it s giving me besides jewel bundles is Wings of Darkness for mg 2nd lvl and twisting slash orb ? Also I want ti to stop dropping Zen any ideas? Thanks for the response Karli It just made the zen reward happen more often...
