Talisman/Arrow damage is added when you use it in a skill, not just by equipping it. This is not visible on the Character Info screen ('C') when equipped, unless you are using the GS version files.

That file is already decrypted, you can open it by just using Notepad. Try to load encrypted .luc files, they won't load.
