Newer version with only server side support for quest files, changed NDQuest.dat reading for QuestNameContents.dat to have titles be server side. The difference helps point out unused quests.

rfmaptool isn't Alyx's newest thing. 1.0.5 is from of RF-Dev . I think the last version we posted was 1.0.8 though there were sound file errors in that version. I don't have back ups of the files.
By default it automatically is opened and read. If you still think something is busted unpack your rpk files.

Dude taking a fresh new map tool from busted source code into compiling state took me less than a day. Granted I had already done it years ago but still it doesn't take long. Fixing the random crash bugs doesn't take much time afterwards.

216 is decimal (base 10) D8 is hexadecimal (base 16).
Easy demostration:
1. Open up the calculator that comes with windows.
2. Change the settings to be set to Programmer.
3. When the input is "decimal" type in a decimal value and the calculator will automatically show the to hex value.
Ya new skills effects could would be more interesting. Was either GC or RedFox that had an update that changed some magic skills. Can't say if it looks better or worse. There's old source code that would make for an useful base. Skype might be a better place to talk about it.
Particles effects alone might not be worth but could also use it to improve workflow depending on how working on it goes. For example add in a layering system so you can switch between upgrade level 0 - 7. Have it write out the .eff files and update the existing .ini files so it takes less time...
@lifestream 3ds Max last i looked had one particle system with enough similar field input values CPU based ones might be worth exploring. If there was interest I wouldn't mind working with someone else to reuse R3Engine code to write an rendering app for comparing Max's Particle system and RF's...
Not helpful to the subject at hand at all but Version 6.1 is windows 7. Windows xp is version 5.0 and for the record Vista is 6.0
If I had to guess the XP part comes from original os was XP then upgraded.
As for the zoneserver issue I would try getting in contact with whoever did the modules...
