This "Gm Tool" ist just a AddOn (how Drewww sayed). Its just a easyer way to use the SQL / GM Commands like in this guide givin (You must be registered for see element. ): That mean instead of typing in every comand, you just push the button, but in fact its just writing the GM command for you.
