What finally worked for me was to stop the W3SVC service in your task manager - service tab. You must be registered for see element. That was what was blocking port 80 for me.

Ran into an issue when running the NET START "Remote Control Client Service" it states that the service could not be started You must be registered for see element. Not entirely sure how to remedy this, any help would be great.
