You're thinking about it wrong, I'm sure you could code a way to get the default FlyFF animations but the best way is to use mecanim animations which unity has a ton of free animations and provides a way to make your own. If you wanted a private server you can get every asset you need for free...

I was actually thinking of removing the base of flyff code from the source and creating server and client dlls for unity but it's a ton of work for something you could be sued for.

you want stun specific arrows? why? there's already skills that do this, look at how that's done then apply an sfx to the arrow when the stun buff is active.
