Photoshop. when using brushes and stuff apart from photoshop itself it doesent do very much , you only will get deeper if you use photoshop filters and other tools, I personally use a stock which is a photo such as the naruto on gigorga sig, a C4D which are some light effects and 1 - 2 brushes...

From what i see, its more like a render with a brush or something swirly behind . Could have some more improvement , try doing rounded edges for example , they make a nice addition to any work .
