If you want traffic from people like RZ then you have to get high ranks on topsites. If you're wanting a shitload of first time viewer traffic then you need to set up google ads with all the major search engines (google, yahoo, bing, ask, etc).

Make sure you set the ads to only display to interested users, so your ads will show on sites similar to yours for better user interest.

Ron is right set a advertisement about your site and spread it from your email and ask some help from your international friend, if your website is very useful to others it will have a lot of visitors soon enough.

Its pretty much a snowball effect. Once you get started you'll just get more and more traffic.
