Can't use Elemental mage skill - what wrong

I can't use elemental mage skill only can use non - elemental skill. I use completed skill code to get all skill for my char. what wrong ?
Have a quest or anything to use elemental skill for mage or my server get error ??

You need put rubies, sapphires and topaz's to get the elemental option on the staff. Try after that.
