Good Idea, we're just kinda floating on what to do right now.

The ranking isn't hard all you need is a query such as "Select * from table `users` username,level,exp ORDER DESC" Can also be ASC (descending, ascending). Then just loop through the results displaying in a table. To be honest if you can't do that then don't bother making a CMS. Advanced features such as a templating system will be very difficult to do if you can't make a ranking and a news script.
I suggest you google for news tutorials or go to hotscripts.com and paw through a few to get the basics down ( I am not suggesting you rip the files, learn from them and then implement your own method) it is possible to order the rankings without order asc /desc as my friend did this with arrays the other day .
