have you packed the file correctly and placed it in your client full?
to change the language of the client you dont do it trough client.
you must edit the DR2_LOCAL DR2_DEF to english/w.e you want and then copy the tb.bin 1+2 from the server files [auto generated] to your client folder , also to edit the UI you must to unpack the IAH client and copy to your client .dat files [dont just replace the files the version and data type are not the same.]

OK..OPEN Region and Language and klik tap Administrative and klik Change system locale... and Current system local: change to Chanese (Simplified, Singapore)
