Nobody here can really tell you, all you can do is call the your provider and find out what services your address can actually receive. I'm not even sure if a single ISP will even be able to tell you or if you'd have to contact them each individually & see what infrastructure they each have in the area. Only once you know what connection you can get (ADSL, cable, fiber, wireless, ect) do you start looking at which ISP you want to go with, and the fastest is simply whoever has a DSLAM/Node closest to you.

That's if you want to go through the hassle of getting the BEST connection for your premises though. If not, simply call up whatever provider you're already with for your mobile or w/e and ask what they can provide to your address. If they say it will be fast enough then just go with them.

In general though, the fastest provider is whoever owns the infrastructure/lines/exchange.
