Heil's Test Subject Quest Bug

So if anyone know the quest, it is bugged. I take the Q but can't do nothing after that. No where to take the quest too.

Porter -> take quest.
FR -> take Mechamander+ Doll
4th gate -> Heil Dungeon but can't click HEIL
Back to porter -> No quest to deliver.
